Parliament’s Health Committee accused several county governments of undermining Kenya’s Universal Health Coverage (UHC) by illegally imposing co-payments in public hospitals. Chaired by Endebess MP Robert Pukose, the committee said the practice violates the Primary Healthcare Act and the Facilities Improvement Financing Act. Health Cabinet Secretary Aden Duale termed co-payments “illegal and immoral,” ordering affected counties to stop. Lawmakers plan to summon the Council of Governors to ensure compliance and protect patients’ rights.
